Please state the exact name of the file that the updater is failing to download.

The updater shouldn't attempt to download that file unless you've installed the client using an installer that was released before 2013. Where did you download the installer from?

Regarding the original issue: try the following:
  • Manually download the problematic file from the update server.
  • Move the file into your client installation folder (the folder that contains the file Ragnarok.exe).
  • Open the Renewal updater.

The fact that the updater is repeatedly failing to download updates suggests that there is a problem with Windows or your Internet connection. I therefore recommend that you do the following in order:
  • Restart your computer.
  • If you have any download managers installed, such as FlashGet, Free Download Manager, or GetRight, then configure them to not integrate with Internet Explorer.
  • Scan for and remove any malware from your computer using software such as Malwarebytes Anti-malware.
  • Reset your Internet Explorer configuration.
  • If a newer version of Internet Explorer is available, then upgrade to it.

To resolve that problem, open the file in the client installation folder named Patchup.exe.

When I click it. Patchup (application icon)

this thing occur.. and when I press "cancel"... I can access RO to play.

The name of the file that is selected in your screen capture is actually Patchup.exe; you can't see its full name because Windows Explorer stupidly hides certain file extensions by default.

What happens if you open the file Patchup.exe and then press OK?
