Yes, there's no limit for how many time you can use them.

Just to be certain, does Sam Status reset Stat points and Neuralizer reset Skill points?

Sam status NPC seems to be having errors for now for those characters who reached 151 level and above

What kind of error ? I used him yesterday and it's fine, just need 9 Magical Stones.
