I need some help on how to build a caster kage, here are the skills and stats that i've planned for it

im planning on using the kage for pvm with a bit of pvp/woe once hes high enough also i dont know what gears to get him other than a cod, a faw and mikatsukis or what cards to use

Always max tier 1 magic (especially Flaming Petals) because they do more dps than your upper tier ones.  Max Cicada, get lvl 9 of Blaze Shield and you can ignore Snow Flake Draft if the only purpose is to freeze as Cast Ninja Spell is better at it.  As for gear, get a high refined RWC Knife and Bazerald sp/sp for weapons.  Get 2x RWC pendants sp/sp but leave one unsocketed.  These with the +9 CoD and +9 FAW will give you pretty good damage for magic ninja.

also is it worth maxing out the shadow/illusion skills for pvp?

Shadow is worth maxing for anything while shock and death are mostly for WoE.
