these debuffs' duration should not refresh if being continuously spammed with the same skill/s(is that the right term? lol), if a player is debuffed the duration should not refresh, it should be continuously going to zero and once it reaches zero then there is the time where you can be debuffed again. or unless a much greater/stronger debuff will be put unto you then the duration should refesh. Makes sense? this way it would really require skill and timing for those debuffers/slowers in game and not just spam it and if they can do that, then they can safely say that it's their specialization without being called a troll.

You spent the time casting the skill again, I think it's fair.
Soft CC: like slows, ap down etc can be refreshed.
Hard CC: Like mute, sleep and stun, cannot be refreshed, you have to wait out the duration to cast another or waste your CD.
I think this is perfectly logical.
