Just turned into Mechanic and my plan is to make a "battle" one, to play with HSCR.

 

Anyway, I leveled my first job and put the point on Mado Gear License, I noticed my damage hasn't boosted even by 1 point/hit (with Maximize Power ON).

 

On the second job I spent a point on Axe Mastery and my damage improved accordingly.

 

So, again that old same topic: Does Mado Gear License really boost Mastery ATK without the Mado? Has it changed at any time?

I would get Mado Gear License 4 to unlock Remodel Mainframe, which at level 4, will give you +100 hard defense which works outside the Mado suit.

Yeah, my plan was to get Mado License 5 and Remodel 4. But as Mado License does not work, Vending 2 here we go.
