it's not a bug. just poorly communicated. ideally the GMs unbind the wool, but it doesn't look like you were ever intended to be able to make more than one hat per char.

from what other ppl are posting it looks like the wool is no longer char bound so you can move them to another character who hasn't created the hat yet at least.
