So, I was wondering, when I used the carrot whip, which I'd used to single attack melee style with ROFL and ROR set, the Agi Up didn't cast, not even once.

So, is it broken or the percentage of it will be casted are too small? Refining it to 10+ would help?

nah, got it, it still  proc, no problem at all

Just to add the proc rate definitely increases upon refine.

My +12 carrot whip procs often enough that I am never without agi up
