When item from SEA player can trade ??

If you are talking about the bind on account items that were from SEA they will never been unlocked (except already exploited bugs). I think the idea is to make them disappear from the game slowly without affecting the owners too much

I think its because the item itself cannot be traded not because u are a sea player

too bad, i quited this game since AoV update processing and now when i come back, i realize that my bag & storage is full of some trash (those letters and something else....) which CANNOT BE SOLD, CANNOT BE DROPPED, CANNOT BE DELETED

If you have items that are bound and want destroyed, you should be able to send a ticket to have them removed.

They said im not allowed to bring that seed to odin server. My friend manage to get shock 20 by using only 3pcs shock seed that he got from chaos dungeon. and I pay a lot of money to buy that seed from him. not fair coz that seed is not from event, bug or whatever.

Most likely because it is now impossible to roll anything above Shock 6. The rule was SEA players are only allowed to bring over things that exist on Odin Server. Shock runes were completely unbalanced at 20%, they simply had to nerf it. I fought a knight with Shock 14 before, completely stunlocked. Don't know if they wiped all Shock 6-20 seeds on Odin, but they really should if they haven't already.

Doesn't matter if they remove my best item. i will find another 1 and become "unbalaced" again.

Unfortunately ridiculous green seeds already existing in Odin is not wiped.  I know two people with Shock 19 and one with Shock 14 and PvPing with them is not fun at all ;
