I have problem with starting the quest Report from the New World. I have finished Attitude to the New World, New Surroundings and Tripatriate Union's Feud. When i start talking with Hibba Agip, they discuss my accomplishments and after that I talk to Abidail I have 3 options to talk about, but neither of them is about quest.

Did you try talking to Hibba after you've talked to Abidail?

Yes I did, but can't even start the quest, when i talk to him after Abidail, he's is saying the same thing as before

Did you try all 3 options with Abidail and then talk to Hibba?

Did you give Rumis (monster scholar npc) a horn of tendrilion? It's an optional thing on the attitude to the new world quest but you need to give him the horn if you want to do report from the new world.
