Compare them (specifically, the effects) using a calculator. You can do it manually if you know the damage formula (look it up in irowiki) or use a calculator, like DrAzzy's:

Physical Set
+10 ATK (from physical weapon)
+1% ATK (from +7 physical weapon)
+1% ASPD (from physical earring)
+2% ASPD (from +7 physical earring)
+100 HP (from physical pendant)
+1% HP (from +7 physical pendant)
+24 ATK (from total set upgrade of 24)
+1% ATK (from total set upgrade 23 or more)
Kingsbird & ancient Armor Set
ATK + 10. When refined to +7, increases long distance damage by 1%.
When equipped with Ancient Shadow Armor, increase ATK by the sum of the combined refine levels.
When the combined sum of refine is over 15, increases additional critical damage by 1%
HIT + 10
When refine level is 7, HIT + 10 increase.
When equipped with Ancient Armor Shadow and Kingbird Weapon Shadow, ATK increase based on Set items' total refine rate.
When refine rate total is 15 , additional range damage 1% increase.
+23 physical set gives +2% atk, +10 atk
+15 KB+AA gives +2% range damage, 1% critical atk, +15atk, +20hit

they're like the same from my experience lol not really too sure what wins - do the azzy calc
