OK,recently I played Dragon Saga and today got a new patch.I go and download it but the Patcher got froze then closed it self.Now,I am stuck in the previous version.I tried the patch.id delete and creating client list.Any suggestions?

Well, simplest sollution would be to just load the client again from warpportal: http://www.playdrago...ntdownload.aspx

Aw man....I really hate downloading it again....my internet download speed is 100 kb/s which really a pain in the butt

Sadly deleting the patch. id these days, seems to be not working anymore. It actually does make things worse, ending up with a complete client corruption for example - just like in your case.
Well, simplest sollution would be to just load the client again from warpportal: http://www.playdrago...ntdownload.aspx
Newcorn is right, the only solution is a complete new installation, including the installer download if you haven't stored that somewhere safe.

The original WP installer does produce an error message for all non English Windows versions and that is fixed in the downloader I linked you to.
