This is not an official site, as far as I know.

So no, the video you are posted is probably from a DragonSaga private server and surely not from the official one. Which is this one, the one I from which posted the link above.

This seems like a russian Server, not the north american one with korean producers.

It's a Russian server. Probably unofficial as it features long unreleased content like Sky garden.
Ice tower/palace/castle or whatever it was called was a dungeon meant for the 3rd Frozen continent which got canceled with New Origins. It featured an Ice Queen boss. Some of its designs went to the Ice Element Dungeon from what I've seen.
