are the stats on a homunculus base off the master's stat's. for a example let's say my alchemist has 90 int and 50 vit and when my homunculus cast a spell during battle the spell will hit for higher damage because of my int being 90.

No, the homun has it's own stats. It's base stats (at level 1) are set by homun type. Gain to stats is based on homun type, and is random on each levelup.

really so what your telling me is you can take 3 of the same type of homun with the same level and they can have different stats since the stats are random each time it level's up ?

Yes, absolutely. 

 

Though stats (not substats that are shown in stat window, but the underlying stats) are capped at 150, and most homuns will hit that cap before level 150, assuming they change to homun S at 99, thus leaving them with the same stats for most or all stats (there are some combinations that won't hit 150 in some stats, though, like filir -> sera won't hit 150 vit). HP/SP is capped at 32767, so only Ami->Dieter and some Vani->Dieter will hit the hp cap, and nothing hits the SP cap. Vit and int of homun do not effect homun HP/SP gain.
