I assume it's because there weren't many Wind Element Armors in the market before and the offer hasn't come up with the demand.
Usually, the most common Elements used are Fire and Water, that's why there are more Pasana and Swordfish cards and also players tend to choose Lucious Armor of Volcano and Sapphien's Armor of Ocean.
But now, with the Bio4 leveling parties, the need of Wind Elemental armors has risen since the mobs make liberal use of Wind spells and Frozen spells (which makes an Aebecee's Armor of Typhoon [1] more valuable than say...a Dokebi carded Robe/Armor)
Compare it to the current status of Earth compared to the other elements...besides Earthquake, there's no other notable Earth based mob skill to defend from, so there's no demand for Earth Armor and hence, practically no offer.

Mostly useless now, but some 0ldskool trivia
Back in olden times, wind forged weapons were more expensive because rough wind was harder to get ahold of, and more monsters were weak to wind weapons than earth or ice. Fire weapons were most sought after due to a lot of enemies (undead, earth, etc) being weak to fire..

Isn't earthquake by monster counted as a neutral magic attack?

Fine, you got me there.
But this just shows how few (should I dare say almost non-existant?) Earth element skills there are that the demand for Claytos' Armor is practically zero?
Same happened with Wind Armor just before Biolab 4 became a thing. It was dirt cheap compared to it's Fire and Water counterparts.
EDIT: Or being more specific, players didn't deem it worthy/valuable enough to spend Prize Medals for it.

Wind armor was still vital for stuff like Mistress's JT and Bapho's LoV, among other things. Earth though has always been the unwanted step child.

If earthquake was an earth element skill (would make total sense.................) then earth armor[1] would have an actual use But its not.

Wind is, and has, always been a good element to be, and a good element to have on your weapon.
There are lots of powerful attacks that are wind or water element, both reduced by wind. There are very few powerful earth attacks.
On the other hand, items to make wind arrows are less abundant, and always have been.
All else being equal, wind monsters are harder, and earth monsters are easier.
