Perhaps the amount of zeny that a character can hold be capped at 99,999,999? Allowing players to carry more than that will inevitably inflate prices to an insane degree, just like what happened in pRO. Please don't make the same mistake. Also, make sure to have some anti-botting measure in place as a good number of Filipinos have the tendency to abuse whatever leniency in the system is afforded to them.

You're missing the point. People will just accumulate zeny through botting, and years from now, the economy will tank, just like it did in pRO. Better prevent the problem before history repeats itself. As it is, there are some who have "converted" their zeny to jewels and other gift-type items in lieu of the migration (I believe you saw the screenshot that was posted in the International Ragnarok Online welcomes the Philippines! *Update 3/26* thread). What do you suppose they're gonna do with those once they start playing in iRO?

CMs are aware of the item stacks issue. As for the Zeny cap, players will find a way around it through spreading Zeny over numerous accounts/characters. A better approach would be implementing effective Zeny sinks to keep it under control.

Well, for what's it worth, people won't be able to vend items at 10,000,000,000z if Zeny is capped at 99,999,999. It would also be risky to trade with others if more than one character will be paying...

That's the thing. In pRO, you can. I guess, what I'm trying to say is that the 99,990,000z cap should be kept, if not lowered.

Ok, please educate me. What does it mean when an item is being sold (vended) at...say, 10z, and the price is different in color; and you can't buy it even if you have 10M in hand?

That means the vendor is trolling you and has max zeny. It has nothing to do with color.

The maximum zeny capped for a single player is 2b+ if that player had reach that kind of zeny and planned to vend an item like 1m Valkyrie shoes, anyone who ever attempts to buy that item can't get it since that vendor can't receive anymore zeny because of that zeny capped. And well since the vended item is just for show RTM is very rampant back on those days..
