What skills and stats should I prioritize?

can't be excellent in both MvP and PvP - though a general WoE/PvP "end build" can still MvP decently (low-mid tier bosses) with appropriate gears;

as for MvPing mid-high/high tier bosses as a shura, expectation is not too good without top-tier ATK/mSP/%damage gears/cards, pure-MvPing stats, and buffs, consumables, etc (other support setup like incubus pet, lex, GK, BC)

anyways; if you haven't reached 175/60 yet, should just focus on PvM/leveling build (flash combo, STR/ATK, VIT/mHP, and %damage gears);

max tiger cannon first so you have something to level with, then max flash combo (so no more HP/SP drain);

then work on maxing rising dragon (more mHP/mSP and more SP regain per power absorb)

stats that really matter are STR and VIT;

if your setup yields very high mHP (80,000-100,000+ HP depending on actual setup) and %damage (100-150%), then ATK gears are good options; otherwise, work on VIT/mHP first;

also, have around 90-100 base DEX for HIT (since the main damage portion of TC can miss)

once you hit max levels, you can then decide to redistribute stats/skills to suit what you think you would be mainly doing;

Thanks for your help! I chose to be PVP only, what skills and stats should I prioritize?

max GoH, CC, and RD for sure;

windmill, PA, and GT-cure-1;

TC/FC is only really viable if you could 1-shot; the SP drain from TC can be useful at times; beware of not being able to move/pot/skill for most of FC's animation;

statwise:  STR/VIT > DEX/AGI/INT/LUK

high AGI helps with animation delay (fast snaps) and masq resistance;

high INT only if you plan to use GFist; though med-high is good for some status resistances along with medium LUK (also to squeeze in extra ATK among other things);

for PvM/leveling:  VIT/mHP, STR/ATK, and %damage(physical) gears/cards; racial reduc shields; elemental armors if applicable;

for WoE/PvP:  WoE robe/muffler/shoes sets; GR, angeling, marc, raydric, noxious, DR, elemental-reduc-garment cards; reducs and %damage vs demi-human gears; thara valk/immune shield;

also, utility gears like maya purple and stat-immune mid gears; mHP/ATK/reduc lower gears;

*can also use PvM/leveling gears in WoE/PvP for full offensive mode, but risky due to low reducs;

this is a rather general list; search function (within WP forums or through general search engines) should provide more details

above edited +1st, 2nd class skills - assuming this is your PvP/end-build (since PvP build is not good for leveling, especially solo);

also note: you still have 10 more points for 3rd job skills when you max out to job 60;

would say AGI 1 is rather terrible for a PvP build; would suggest about 70-90 base AGI if you want fast snaps and skill chaining (pneuma/hide/etc); action/reaction time is important to get kills (or not get killed);

AGI is also good for masquerade resistance;

INT looks too high for a PvP build (almost looks like an GFist/MvP build) - though would say this could be fine if you plan to rely heavily on GFist;

for DEX 90-100 base would be ideal; lower than this would make the base damage (%ATK) portion of your GoHs miss more often (this could be a significant loss if you have a good weapon);

when redistributing stats (like maybe lowering INT and raising DEX/AGI )and you find that you still need some points, you can take some off from LUK too

looks more balanced now;

personally, i would switch VIT and INT, or at least balance them if you're really worried about GFist damage (maybe i'm just a fan of high mHP), but it's still up to you;

the remaining skill points would vary:

FC-5 + TC-7 (w/ GoH-10)

FC-5 + TC-10 (w/ GoH-7)

TC-10 + CE-4; note you only need lvl 4 crescent elbow for 100% activation chance at job 60

CE-4 + LW-3; CE and lightning walk are rather rare and gimmicky skills - but if you're looking to have fun (and just a slight edge in an otherwise deadlock match) in PvP, could be worth a try;

btw, LW activation chances are 75,80,85,90,95% respectively for lvls 1-5 at job 60;

also possible to put points on GT-change (for the extra ATK for MvPing with GFist) but you could just make another shura as a GT slave (for GT-revit especially);

anyways, once you do a lot of PvP (or WoE) you'll get a better idea of which skills would suit your own play style;
