I often hear about only last 3 lines of hones can be used by precise honing hammer. but from my experience in TW server awhile ago when it has event giving free hammers, every line of honing can be hammered except the 5 stats(STR,AGI,INT,WIS,VIT), no matter where they placed. and it was in different colour if you noticed, from what i had tried, orange colour can be hammered but yellow colour can't. 

 

can VCRs test it in test server and give me a precise honing answer?

In Odin (I'm assuming Freyja too) you can precise hone last three lines regardless of what the stat type is.

so about blue and green eq? it has fewer lines...

Hmm, I never used precise hone on advanced and rare equip cause I don't invest money on honing those gears.  That you would have to try on your own or have a VCR maybe try for you.
