Blackhand Fighters u find near North Watchtower (just pass the Ziebalts and go further), u r right, the description is wrong (Parness)

Yes it seems borked.
As I was backtracking for this quest I whispered VM-Blueberry with the details who was going to pass these on to get looked into. Very confusing if you would of been a newer player.
Also the agent is located in Parness instead of Zakate on the map.
Whats the deal with this quest now?
