VCRs tested it last week, so it should be coming next maintenance, assuming they didn't add more bugs to it.

Yes there's infinium (if they didn't change it), no it won't be quite as abuseable as last year.

Those VIPs were made alongside Brazil ones out of convenience, and just in case they needed them in the future. There are currently no plans for them yet. Many files in RO2's clients are made out of convenience all at once, but as you know, most will go unused.
