ignoring current funding status, the highest priority would be WPH - you can keep saving up to get it and just be patient with TI parties to get levels;
with WPH (+alarm mask and cheap pumpkins) you wouldn't have to worry about HP upkeep (no need for rwh/hunter fly), so you can focus the rest of your gear for damage (default alarm mask on mid/lower, switch upper between a damage headgear when attacking and WPH when healing up);
there's not a lot that you can get currently with 25m that will have a long-term use and carry you a long way; a heroic back is decent - but not really optimal (since the advent of GFSS+temp boots and TC); it would take even more funds than what you have currently to upgrade it to +7/9, the only thing that a shura could take advantage off the backpack (besides greed spam) is the ATK+30 and neutral reduc +10% (at +9 w/ 90 STR and VIT); the range bonus is really just for LR and rampage blaster, which are rather obsolete - though RB is still somewhat viable - but only with very good ATK and +%range mod gears, and at mid+ levels (RD - spheres for more damage)
speaking of cargas, you may have to make a few sets if you want to get optimum damage for various leveling scenarios - like for scarabas (2x bigfoot cards vs insects), dragons (2x earth petite), demons (2x strouf), etc - so it's probably fine to just stick with your 172 ATK eden group mace III for the meantime; as said before, 2x hunter fly cargas won't have much use once you own a WPH - unless gear switching is too much of a bother and you don't want to rely on cheap pumpkins;
anyways, as for this point, 25m could provide some improvements like a variant shoes (good HP/SP boost, though will be obsolete once you could afford GFSS+temp boots), various racial reduc carded shields (round bucklers are fine; save thara and hodremlin for a valk shield); one could say it's ok to spend current funds for a little improvement in the meantime, but keep in mind how long you plan to use the items and if those have a fairly good resale value once you decide to switch up to higher tier gears;
the costume goggles are technically great as it has long-term use, but you would have to spend all of your current funds for this one item;
not that you "can't" do later since there's resets (at some cost), but regarding skills and stats, just double check you have the prerequisites for shura skills you plan to get, and that you don't have points spent in excess on essentially useless aco/champ skills (ex. the extended combo skills)
