So I can not fill in the second guild rank.
When I try, nothing happens. But I can give out the rank to members of the guild.

Do you happen to have any screenshots or can you give a little more detail as to what it says when you try to fill it+press ok?
Sometimes the guild ranks can be a bit glitchy and you just need to relog to fix it or work around it to fix it.

It doesn't say anything when I type to fill the blank. Like, the line doesn't move at all.
Tried filling in the blank on two different characters.

Did you try reverting to non-custom UI to check if that was affecting it?
