Is it intended that these glasses doesn't come with 3% crit damage? As I see some player with the glasses has 3% crit damage, so does the dragonkin ones. But the human ones doesn't and I've bought that.

I think it's intended. Not all glasses have CD 3% and some glasses have more than one version so the situation you describe isn't anything odd.
