Sadly no. Same is said regarding infinite healing, whether it's from skills or items.
Battlesquare is a very flawed PvP mode as the name of the game is literally stall for points once your team has the flags.
Some players are kind enough to either place self handicaps or not to run at all and just fight regardless of their health. But until developer team finally changes and serious changes can be made it's sadly up to the flag holder if they wanna run.

I dont mind healing or anything in that way skills were invented to be used so I realy dont mind. But it would be nice when every flag would reduce a % of max movement speed so they would be slowed down and forced for combat.

This was a very common suggestion; Flag debuffs. Varying from slows, to reduced healing effectiveness, to a full-blown silence at a high number of flags. In fact a topic existed of numerous ways to rework battlesquare. But the problem here is that right now our Development team is in a transfer process which could take ages and once that's done only then can we see any progress in anything.
I'm not saying you're wrong, running and stalling out the clock with flags is typically frowned upon but it's a mechanic of the PvP mode so not much can be done about it. GM's do enforce Battlesquare rules, but that's in regards to more severe rules such as;
-Dying on Purpose for huge Health buffs.
-Relogging to swap teams.
-Using alts to stack teams .
-Bug abuse.
Really in a 1vs1 a runner is gonna be extremely difficult to catch but with coordination with a team you can cut them off and force them to make themselves able to be caught. Even a 450+ Movespd player can get messed up when he has to try and dodge numerous people.

as for running flag holders. a simple duration for flag holders would help alleviate the frustration of catching a high movement speed player without completely gimping them. movement speed debuffs for flag holders wouldn't work well. players who stack movement speed sacrifice a lot in obtaining those values while players who don't stack movement speed will be virtually incapacitated when holding flags.
i can imagine a one minute duration for flag holding working well. flags would drop off of the holder when the duration is complete and be impossible to pick up for x amount of seconds (similar to player loot pick up) giving both teams time to gather forces before the flags become available for looting.
