How would I go about getting lower level versions of the new gems such as the critical damage or the summon gauge? Is there a way to downgrade a level 220 gem to a lower level?

Try killing a King at the level you want the gem to be.

Sikuku Elite King & Sikuku Elite Fighter drop both level 160 and 180 gems.
I'm not sure about Mummy King and Mammy Queen but they should drop level 160 gems.
