I don't know if this is the right place for this but i figured GX uses this a lot so why not.

 

Some one told me This Gear does not work unless your max lvl??

 

I'm lvl 150 and i have another lvl 150 ( I left the Game when 150 was max lvl)  

 

Can anyone shed some light on this for me do i have to be 175 to get these effects? I don't want to buy something i cant use 

 

I play IRO Chaos server

No, you get full effects at lvl 150

so I bought them for a good price  and when i attach them my ASPD does not go up ..... i have 2 chars at 150 and 2 more above 100...is the effect so low that it dosent take my ASPD up 1 whole number?

Yes, should be like you said. Try with something else giving you some ASPD% more to be sure.

Try unequipping everything you have before using the ears so you will comprove it works. Depending on your agi/aspd before the using the ears the difference will be unnoticiable.

At least it looks cool.

If your ASPD is already very high, the 1+3% won't show up, but you are indeed getting the ASPD boost. Even tho the status screen doesn't show decimal places, your actual ASPD (attacks per second) benefits from being at say 186.5 instead of just 186. The % boosts are most noticeable on low ASPD characters, and least noticeable on high ASPD ones cuz of how the % works on after-attack delay. 

 

For example, assuming you have exactly 186 ASPD before the wings, equipping them would reduce your ASPD's delay from 14 (200-186) to 14 - (14 x .04) = 13.44, putting your true ASPD at 186.56. 

 

This is a rough approximation, as I can't recall if equip % mods work from the 200 reduction or from the 195 reduction. If it is from 195, then it'd put you at 186.36. In either case, not enough to bump you up a whole point. It's effect diminishes the higher your ASPD already was.
