It's bugged from the PvM frost mage skill Permafrost Chill. I think. I did it to someone I know before.

The devs are aware of this bug but until it's fixed, if you log completely out, close the game client, and reload the launcher, they will be gone.

Thanks for the report. I can confirm that (PvM) Permafrost Chill is causing the issue, and will look into correcting this as soon as possible.
