If you mean the effect pRO had, then no. It doesn't have that.

Really? I saw one in the eden market this morning. Its description is all+1, aspd+1. That's why I was confused.

I have one and the effect (all stats+1, ASPD+1) doesn't work.

If you want +1 to all stats 99 love balloon does that.
If you want +1 aspd on a lower, go to thor for that.
If you want +1 aspd on a lower, go to thor for that.

That balloon was worth $26-ish (Php 1200.00 if I remember it correctly) back in pRO . It had good effects but now it's just a sad panda . I'll just use our Jinn Poring for the mean time

it actually doesn't have the "all stats+1, aspd+1" description on Chaos server. if it says that on Thor, then the item description needs to be updated.
