That could be cool for low lvl Tempests but would be too oped for the high lvl ones. Maybe if between both were a cap of -4 or -5 m/s...

For what it's worth, Lightning Chill Slash (LCS) stacks with Lightning Restraint.
But since all BM/Ele/Druid only put 1 point, it's hardly an edge.
Let a lone 10 points in LCS is useless, hardly slows opponent down.
