The substat(s) on an item is(are) represented by a sngle number from 0 to 300
0 means no substats
1 to 300 represent all kinds of combinations ranging from low single stats to higher double stats.
There's not really a very well defined pattern to them either.
All the reroll hammer will do is give you a new random number from 1 to 300

If one item is unstatted, will the reroll hammer create a stat for it or what?

From the way the game mechanics work by default I would suspect the answer is yes.....If one item is unstatted, will the reroll hammer create a stat for it or what?
But....
I'm pretty sure that when the hammer was released Zep said that it would not work on an item that has no stats already.
If this is true then they would have had to specifically code it to exclude items with a stat of zero.
