I don't know how anyone feels about this but I think the deeper levels of b3 should be easier to get to.

As it is now with the leveling rate its not necessary for the people that would level in that area to even waste there time to do the quest to get lower level access. Right now it is plausable for characters to level to prison capable levels without ever going to the lower parts of b3 and just do the ORLO quest at like 180/190 when its easier.

Any inputs on this?
