Can a character only gain one level on the current turn ins or is it possible to gain more than one?

You can gain 1 level regardless of current exp, + that level's 100% exp, which is not 100% for the next level normally around 80~99%.
Yes, its basically limited to one level

*more like per chunk of exp, some turn ins lately been having smaller chunks of exp

So if the turn in shows up as 2 chunks of exp then you could get 2 base levels from it?

i have vip,and use BMx3 and i used to get 2-3 levels for the 2 turns in, and with lower chars i get 3 levels x turn in

so yes you can get more than one

That's because the limit is applied with each chunk of exp - not necessarily the total exp you receive. The turn ins of the week before gave exp in each base and job in three separate chunks, so, theoretically, if you lumped all the exp into either base or job, it was possible to get up to 6 levels out of a single turn in.

This time around, each base and job only get one big chunk each.
