I run the patch server everything runs fine it then sends me to a setup screen in which i choose my graphic levels and all that i press ok then it pops back up and it keeps poping back up unless i restart even if i exit out or press cancel or ok keeps popping up and wont let me continue on

To resolve your problem: Start it one time as administrator.
