Go to Computer > System properties > Advanced system settings > Environment Variables
On the bottom box that holds all of the 'System variables' you should see a variable called LUA_PATH (or a variable with the value ';;C:\ProgramFiles\Lua\5.1\lua\?.luac'), click on it, press delete, press ok and press ok again.
Start up Ragnarok and the update screen should be working fine.
Thanks for posting the name of the offending environment variable. This issue typically happens because you installed the LUA developer package on your computer.
