You might be in the middle of a merger.
You can not create a party or guild and nothing you do until the merger finishes will be saved.
Everything will be back to normal when the merge is complete. You will know it is complete when Chaos appears in the server listing.

No, you can still create and join parties during the no-save merger period.
You were kicked from party overnight, and you are trying to use part names that are too long. Use shorter party name
The party name length was shortened a while back, and if you enter a party name that is between the new limit (18?) and the old limit (23) you get the party name already exists error, because the too long error message is handled client side, and the client wasn't updated for it, and the client assumes that any failure to create a party name of what it thinks is an acceptable length is due to the party not existing (which is valid, except that the client doesn't know the party name length limit)
