But this is probably only personal preference and max sleep for Radiants provides good tactical significance in PvP too. (Mana shield on and rush into a group to cast sleep)

On the other hand Sleep lv 5 never missed on same levels or lower for me. The only cases it'll miss is when they are already in other abnormal states. (fear, terrified scream or sleep) I always include only lv 5 of sleep on both my Tempest and Radiant build since only duration is increased beyond lv 5.

For example my lv 65 Radiant misses on a lv 62 forest deer, or a lv 65 Shaman last week in FOC. I haven't tested the accuracy of Holy Bolt of higher levels yet but I guess it's using the same rules - since I've never really missed on the same levels with lv 10 Elec Bolt. I can confirm you on this.
