You'll use your level 1 quiver for quite some time. I don't remember the exact level where they open up (25 maybe?), but a blacksmith can create them. They'll also drop from the later dungeons and Khara bosses.

Beyond Level 25, Blacksmiths can create Quivers, as this is the Combat Class branch off level. Beastmasters no longer use Bows and Quivers, but Rangers do, so naturally they'll need better gear. Thus, around Level 25-30 you will start seeing drops for Quivers, and Level 25 Blacksmiths should be popping out new Quivers for you to buy off them.
