Combine Identical Items In Inventory?

For some reason I have 2 stacks of the same exact item (Red Potion 2) in my inventory. One stack has 20 and the other stack has 7. As far as I can tell they are the same item so why don't they occupy the same slot? is there a way to combine two stacks of items into one in your inventory?
Thanks!

Drag the stack of 7 to the stack of 20.
That did not work. It just switched the two slots that the stacks occupy..... I was talking with someone in game and they told me that for those particular potions the max you can have in a stack is 20 and that's why they don't combine.

- Red Potion (I) stacks to 20
- Red Potion (II) stacks to 20
- Red Potion (III) stacks to 40
- Red Potion (IV) stacks to 60
- Red Potion (V) stacks to 80
- Red Potion (VI) stacks to 20
- Explorer Red Potion stacks to 99
Player-made potions also have distinct stack values.

I get that there's a max stack you can have of certain items, but I still can't place 9 Red potions (I) on top of ten without them just swapping places in my inventory. It's getting cluttered, but I don't want to toss anything.

It simply means that they are not identical. Some items appear to be the same in the game but have different ID's in the database, hence they are completely different items. RO2's item database is so messed up.
