So does it means i can use this to reduce Earthquake damage while i am standing inside the range 5-13cells?

Because earthquake's damage can be reduced by Neutural dmg reduction/ range attack reduction/ Racial reduction

EQ ignora reduction cards, Alice, Raydric, Deviling, Racials, etc.. It is not a ranged attack so ranged reductions are useless.
The only way to reduce EQ damage is by being Ghost 1 element, since it cannot ignore target's element. Ghost 1 element takes 70% damage from neutral, so, basically, wearing a GR cuts 30% of EQ damage.

Yes.
assuming that Reduces Range damage by 50% and Melee damage by 15% affect the enemy & increases Flee Rate by 20% affecting ourself.
Honestly I'm not very sure myself, so that is why I'm necroing this

is this true??? as far as i know eq can be range and can be reduced by alice devi raydric but not hard mdef any cards that can reduce neutral element can lower down eq damage.

In short:
Only Ghostring reduces it.
It can be nullified in a couple of ways, such as GTB, Magic reflection (Maya, Frus...), Hallucination Walk, Feint Bomb "god mode", standing on top of maelstrom...
