About Costume: Full Bloom Hairpin

Hey guys I'm new at this costume thing and I saw a female char yesterday in Eden (Thor Renewal) wearing this hairpin, but! she didn't want to tell me anything about it... (I respect that about unique items), SO I'm doing some research anyway...

Not sure if it is a costume or hairpin or both

It came from a costume egg/scroll during pRO days. Unfortunately, you can only get it from players who have it and apparently, it's one of the in-demand costumes back then.
