Im reading about quest that i need to do in the future the wiki says its bugged and cant be completed, is this true or just not updated?

Talking to the Cat Hand agent is still the only way to get there. Lots of things are dumbed down and streamlined like this for a quick fix when bugs are found in content. After a while the band-aids become a fixture and no one goes out of their way to address and correct them.
