Anyone wanting to party up no one in game seems to want to.

If you go to a map like wolves, there's usually people with party recruitment chats up, that's your best bet for your lvl.

Alternatively, if you have pneuma... you can do the Amatsu dungeon entrance quest and healbomb some Firelocks (disclaimer: might take a lot of heals at your current lvl)
