In order of best to least best in PVP/WOE:

1) Gungnir with 2 slots Double Hydra

2) Pole Axe with Attack Option + Hydra

3) Pike with quad Archer Skeleton (Pike base attack is too weak to take advantage of Hydra and any Race/Elemental/Size for that matter)

Gungnir is definitely the best if you can get 2 slots, but it's rare enough itself so that's not likely to happen.

Pole Axe with Attack option you're looking at paying over 150 mil and it's rare so that's unlikely as well.

So the strongest and easier to achieve is Quad Archer Skeleton Pike with 60 ATK option and 25% Neutral

I have a Gungnir [2] but this one has 2 AS, better to add hydras?

Trident?

Universal farming = AS. Pvp/WoE/demi human monsters = Hydra

That depends on the weapon used, in cases where your weapon/equip atk isn't high enough, AS is still going to perform better. Or a mix of both in the best of scenarios.
