[Chaos] anyway to verified drop rate of Powerful Archer skeleton Card?

ppl suggest that Powerful Archer Skeleton card drop rate should be higher like 0.1% like Lasagna mobs?
I would like to ask where does this mechanism come from? is it ture?
deciding weather should I farm it myself
