How are Talents calculated/converted?

I have a item that gives me Power points based on stats. It gave me 11 points into Power, but what does that translate to?

Ok thanks. I actually did do a google search, but that didn't show up. Infact nothing about Talents did, I kept getting skill calculators, despite never using the words skill or calculator in the search. Google sucks lol.

Yea, I've been using Duckduckgo personally, but atm I have my browser extensions turned off, because I'm logged into RO, and don't know what may trigger the cheat detector. It makes me nervous when I hear staff supposedly ask the banned person if they were using a VPN or adblocker.

PS. The duckduckgo extension is awesome, as it actually overrides google's control over their own browser
