Incarnation of Morroc Doll and Ninjas.

Description is misleading as it reads it can be equipped by all classes at lvl 1 yet I can't seem to equip it on my ninja.

I think it has a level requirement. Some people weren't able to wear it on 6x chars, so my guess is required lvl 70, like just about everything, including a significant portion of new headgear that doesn't list a level req.

Possibly 100, but more likely 70 or 80. It happens kinda a lot, items with the wrong level req. There have been a bunch of items listed as 1 in desc, when they're actually 60 or 70, and this is often the case with event/new kafra shop items. (and goes both ways - sometimes they state a lvl req when there is none). Have seen the same thing with weight a lot too.
