Increase Axe Tornado DMG with Dokebi Card?

My ask is Work the Combination with Giant Axe or Hurricane Fury and a Dokebi Card in Armor for higher Axe Tornado DMG?

Have not enough Money for testing

if its the skill i think it is... just your weapon, not your armor, needs to be wind endowed to get the bonus, so from a sage or wind scrolls

No, dokebi card change the element of the armor only.

Hurricane Fury [1] - 332 Atk Lv. 4 Weapon
Giant Axe [1] - 330 Atk Lv. 3 Weapon

Hurricane Fury [1] is better.

Dokebi Card will not effect your damage in any way shape or form.

Axe Tornado

ATK [ { ( Skill Level x 100 ) + 200 + Caster’s VIT } x Caster’s Base Level / 100 ] %
If the Caster’s using a Wind Element weapon, ATK portion is increased 1.25 times.
