Do they ever break? Also what do plain Sagittarius stones do? How do I get them enchanted?

No, no item will break while refining anymore.
They are used in crafting, not sure off the top of my head what atm though.
You don't, enchanted stones come from an item mall box.
If they do not come with sub-stats you can use a re-roll hammer to add stats to Item Mall items and I think event items.
