You'll have to jump through some hoops.
You need the following
Paint.NET [
HERE]
.DDS format plug-in [ find plug in downloads
here]
Now here's the tricky part, you gotta find your own way to extract the image files from the client OR find the XML that controls the theme. Get all the identifiers written down, completely recode your own XML file to support a theme, then make your user interface in Paint.NET / Photoshop. Save the theme as a .DDS image.
Once you have your images you need

If you have questions about GenFS, try leaving a response on the thread I linked you to. GenPatch is already your default patcher, so you do not need to download/change that. Just follow the instructions to install GenFS.
After you have GenFS, you need either WinZIP or WinRAR [
WinRAR is here]
After you've installed WinRAR, you need to make the following folders
ModFolder
...3DDATA
.....CONTROL
.......RES
Put all your images into the RES folder for the new theme. [assuming you haven't changed the XML at all this is all you'll need to do, if you changed the XML you'll put it in the approriate directory]
Now perform the following
Right Click the ModFolder you made > Add to Archive... > Click "ZIP" > Rename file to "mod01.genfs" > click OK
Pace this folder in your ROSE root directory
ex "C:\\Program Files x86\Gravity\ROSE online\.."
Next you need to add the mod to the patchers list.
Open the launcher/patcher.
Click Settings > Plug-ins > New Plug-in > name your plug in whatever > click "enable" > type in the area called Plug-In Files "mod01.genfs" > apply > ok
Now you should be ready to test your first theme.
