Does vanilmirth's instruction change affect potion creation success rate?

My understanding is that yes, it adds 1% per level.

That's what i thought but nobody explicitly mentions it.
Now i can reach 100% for CWhites without gods

I can confirm with absolute certainty that it does affect success rate by at least 3% (Presumably 5%)
