We've tested all of the Kagerou Skills and this is what we have.
Mastery Skills:

Works fine.
Left Hand Mastery
Does absolutely nothing.
The offhand weapons attack does not seem to be working.

Rapid Throw
This skill seems work sometime, or not at all. The targeting for it is completely bizarre,
it's a ground targeted skill but doesn't always hit in the AoE its supposed to. (Bug maybe?)
The close range defense ignoring effect seems to be working fine.
Always cost 100k Zenny at max level.
I could not tell if this skill was boosted by % cards/effects because the damage is so random.
the one thing I’m positive that works is the defense ignoring effect at close range.
Has a moderate delay.
Has an extremely cool down. (close to 10 seconds)
Makibishi
The Immobilize effect does not work in PvP.

% cards/effects barely seem to increase this skill's damage at all
(with a +10 Humma Swirling Petal "+20% damage with swirling pedals" did 900~1300 per hit to a demi-human with player no reductions)
(with a +10 Glorious Shuriken "+95% damage to demi-human" did 1000~1500 per hit to a demi-human player with no reductions)
Can be cast even without a Humma Shuriken equipped (Bug?)
Casting this without a Humma Shuriken equipped does nothing, switching from a Humma to shield/dagger mid cast makes
the skill do nothing.

Cross Slash
Can only be used with a Humma Shuriken (Don't know if this is a bug or not.)
Cross slash works fine. The effect in the text says "Cross Impact" which is weird, because that's a GX skill. (It should say Cross Slash)
While afflicted by the "Cross" status effect being hit by the skill again (either by you or by another Kagerou/Oborou/Shadow Chaser)
the skill inflicts double the damage it normally would.
We tested to see if "Cross" status actually boosted Cross Impact (GX Skill) anyway. It does not.

The element is based on the element charm you have out (Obviously..)
Seems to be a magic attack (I am not too sure.)
Uses all your active charms.
Cast Ninja Spell
This skill has no visible effect. This makes it hard to see where you actually placed it. (Bug)
The different effect status rates seem to be very high.
My testing partner said that the poison effect from the earth charm is lethal (EDP) poison. I did not confirm this.
Burning - Fire Charm
Freeze/Crystallize - Water Charm
Sleep/Deep Sleep - Wind Charm
Poison/Stone Curse - Earth Charm
Uses all your active charms.
Can be used with just 1 charm.

This effect even works for usable items with cast effects (i.e. Yggdrasil Leaf)
Because the effect is so impressive, I recommend it even if you aren't going for a caster build.
It reduces the cast time of every thing you use with a cast time.
Increasing this skills level just increases the duration. The effect is the same even with level 1.
Does not have a cast time/delay.
Has a long cool down.
Pure Soul
Seems to be working fine.
You cannot move while its active but you can use skills. (Shadow Hiding and Shadow Leap work as well.)
If you use Final Strike while it is active you recover HP really fast at max level.
When the skill finishes you can cast it again.

Along the way we've found a couple bugs. I'll post them here as well.
Bugs:

-Offhand attack bug.
Your offhand weapon's attack doesn’t seem to add to anything, I did higher melee damage just punching
than actually having a weapon. Also this weapons attack does not increase the damage of any skill
(Kagerou or Ninja) so it seems to be no point of having a left hand weapon at all.
-Ninja Bug
Certain Ninja NPC's don't recognize Kagerou as a Ninja class, they cannot make kunai's, or any of the ninja weapons/gears.
-Awkward left hand switching
For some reason, when wearing a 2 hand weapon and switching to daggers. You always put your offhand weapon on first.
(the opposite of GX) If you go from a 2 hand Humma Shuriken to a shield, then try to put on a dagger. The dagger replaces the shield
instead of going in the right hand.
